PCL Construction Breaks Ground on $175M Plant in Wallula
PCL Construction Services, Inc. started construction on a new ROCKWOOL North America stone wool manufacturing facility in Walla Walla County, Washington.
The $175 million project marks ROCKWOOL’s fifth manufacturing operation in North America and its first in the western United States. Once operational, the facility will produce stone wool insulation made from volcanic rock—a fully recyclable material valued for its durability, fire resilience, and energy-efficient performance across building, industrial, and infrastructure applications. The project is expected to support approximately 125 local jobs, with commercial production beginning in 2028.
“This project marks an important milestone for PCL and an exciting opportunity to partner with ROCKWOOL on its first manufacturing facility on the West Coast,” said Andrew Fernandez, district manager of PCL’s Seattle buildings division.
This state-of-the-art facility will support more sustainable manufacturing practices while expanding production capacity. The project team includes both public and private partners working to advance long‑term economic development in the region.
