ULI, USC Lusk and UCLA Ziman Release Roadmap for Wildfire Recovery

The Urban Land Institute Los Angeles (ULI Los Angeles), the UCLA Ziman Center for Real Estate, and the USC Lusk Center for Real Estate have released a comprehensive roadmap to support post-wildfire rebuilding efforts in the Los Angeles area. The Project Recovery report, produced by approximately 100 leading experts in land use, urban planning and economic development, offers technical analysis and actionable recommendations to accelerate recovery and build long-term resilience in communities.

“The devastating fires in the Los Angeles area have affected tens of thousands of lives in our community,” said Lew Horne, incoming chair of ULI Los Angeles and president of CBRE Greater Los Angeles, Orange County and Inland Empire. “ULI, in collaboration with UCLA and USC, is committed to playing a meaningful role in the recovery efforts by mobilizing the private sector to support and partner with the City and County to create solutions to help our region rebuild toward a stronger and more resilient future. I’m grateful to the many industry leaders who volunteered their time and expertise, over countless hours, to join us in this effort.”

Experts convened by ULI, UCLA and USC identified major roadblocks to recovery and proposed strategic solutions, including:

  • Securing funding for infrastructure restoration;
  • Standardizing debris removal protocols;
  • Fast-tracking rebuilding efforts;
  • Addressing labor and supply chain issues;
  • Stabilizing California’s property insurance market;
  • Offering mortgage forbearance;
  • Introducing Community Rebuilding Authorities; and
  • Securing funding for infrastructure restoration.
