Houston Affordable housing project to be deliver in November of 2025

72-Unit Houston Affordable Housing Project Breaks Ground

Construction will begin in early November on the low-income housing apartment complex Saddle Creek Village in North Houston, which is being developed by Oregon-based Stewardship Development. Delivery is slated for November 2025

The complex will consist of 72 one-, two- and three-bedroom apartments for residents earning 60% or less of the average median income. The project will be funded by Harris County American Rescue Plan Act (ARPA) funds and is a 9% tax credit project. 

Features of this apartment complex at 15960 Kuykendahl Road will include:

  • An after-school learning center with tutoring available
  • A playground
  • Dog parks for large and small dogs
  • Full fencing around the complex with secure entry
  • A business center

Stewardship Development started in 1989 and has grown from a one-house operation to over 700 properties in five states.

Harris County received $915 million in ARPA funding from the US Treasury, which must be committed by the end of 2024 and spent by the end of 2026.
