NYC Plans New Law to Prevent Building Collapses
The New York City Council is considering a new building safety law in response to the partial collapse of 1915 Billingsley Terrace in the Bronx last December. Council Member Pierina Sanchez introduced “The Billingsley Structural Integrity Act,” which would create a program to assign risk scores to buildings to assess the likelihood of a structural failure.
Owners would be required to promptly correct issues or face escalating civil penalties. The legislation aims to address systemic issues in how the Buildings Department detects and responds to hazards. The proposed risk score would consider factors such as a building’s age, size, construction material, and history of permits, violations, inspections, and complaints.
