MA, RI, and CT Sign First Offshore Wind Procurement 

Massachusetts, Rhode Island, and Connecticut have initiated the first-ever offshore wind multi-state coordination memorandum of understanding (MOU) in the United States.  

This agreement paves the way for the coordinated selection of offshore wind energy projects as each state pursues offshore wind energy generation through their individual procurement processes. The collaboration aims to enhance regional benefits, harness cost efficiencies through larger-scale projects, stimulate economic development, create high-paying jobs, and promote environmental justice. 

The MOU encourages offshore wind developers to submit multi-state proposals for consideration in the states’ respective offshore wind procurements in 2024, with a combined goal of up to 6,000 MW of offshore wind capacity. The project selections will be based on individual assessments of cost-effectiveness and evaluation criteria outlined in each state’s request for proposals.
