$400M toilet paper plant headed for MONTGOMERY COUNTY

Houston Suburb Lands $400M Toilet Paper Plant

A Mexican-based toilet paper maker expects to spend over $400 million on a new plant in New Caney, about 30 miles NE of Houston. Grupo Corporative Palelera, based outside Mexico City, purchased 32 acres in the Montgomery Industrial Park for its planned manufacturing plant. The Dallas Business Journal reports the company currently runs a facility for converting paper into finished products near the George Bush International Airport.

The company is working with the East Montgomery County Improvement District (EMCID) , which is expected to provide a number of incentives for the company. The incentive payments are contingent on the company finishing out the plant in five years, and creating 200 jobs.

The facility is currently in the design phase. Early plans call for a 190,000-square-foot warehouse, a packing center and a conversion facility. Construction will have to begin within 18 months of the land purchase, which Frank McCrady, president and CEO of the EMCID says he expects to happen within the next month or so. Walmart is the company’s main client.
