Several real estate experts agree that the San Diego housing market is coming back, and prices will rise this year. Home sales rose 25 percent in March from February, according to Chris Anderson, president of the Greater San Diego Association of Realtors. Others say that potentially rising interest rates later this year are fueling the home sales.
