RPA Urges “Fair and Effective” Congestion Pricing Plan for NYC

As New York State prepares to implement the nation’s first congestion pricing program by Jan. 1, 2021, the Regional Plan Association advocates two-way tolling in and out of New York City, among other measures. “The passage of this year’s state budget was a historic victory, but now we need to move forward with an eye toward designing a fair and effective system that is well-enforced and measurable,” said RPA president Tom Wright.

The 97-year-old civic organization has issued a report, “Congestion Pricing in NYC: Getting It Right,” outlining its recommendations. Along with two-way tolling, other key measures include variable pricing throughout the day; and limiting exemptions to those already established by the New York State Legislature.

“RPA’s report goes a long way to bridge the gap between the 2019 legislative framework for congestion pricing, and the actual toll system that will start up in 2021,” said Hunter College’s Charles Komanoff.
