Pritzker Signs Bills Enacting Casino Expansion, $45B Capital Plan

Gov. JB Pritzker has signed legislation enacting Illinois’ largest capital plan to date, with a view toward repairing and upgrading the state’s infrastructure, ranging from highways to universities. Helping to fund the $45-billion plan will be an expansion of gaming statewide, including Chicago’s first-ever casino.

“This is more than an infrastructure plan,” Pritzker said. “This is a job creation plan the likes of which our state has never seen.”

An array of new and increased taxes will be levied to help pay for the Rebuild Illinois plan, including a doubling of Illinois’ motor fuels tax to 38 cents per gallon. The motor fuels tax increase can be used only to fund transportation projects.

Along with a Chicago casino, the gaming expansion plan adds five new casinos elsewhere. Revenues from the Chicago casino will be divided in thirds among the city, state and the casino’s private owner.
