Graham-Cassidy Bill “Dead,” Obamacare Replacement Unlikely ‘Til FY19
Senate Republicans walked away from the most recent proposal to repeal and replace the Affordable Care Act, deciding not to vote on the bill authored by Sens. Lindsey Graham, R-S.C., and Bill Cassidy, R-La. The bill failed to garner the support it needed to pass.
“Look the bill’s dead, okay?” Sen. John Kennedy, R-La., said of Graham-Cassidy. “It’s deader than a doornail. We’re not even going to have a vote on the thing.”
Graham-Cassidy was put forward through a special procedure called reconciliation, which requires 50 votes to pass. Reconciliation can only be used one time per fiscal year, and many Republican senators said reconciliation in FY18, which begins Oct. 1, would be reserved for tax reform.
Graham is confident the bill would eventually be passed through regular committee, which is a bipartisan committee markup process. He and Cassidy want to push the bill through in the 2019 fiscal year, which begins October 2018.
