First-Ever BID Proposed for Rockland County

A developer in Ramapo, NY wants to create what would be the first business improvement district in Rockland County, about a one-hour drive from New York City.

Joseph Brachfeld, owner of Town Square Center on Route 59 in the hamlet of Monsey in Ramapo, N.Y., has asked Ramapo officials to allow the formation of a Business Improvement District to “promote beauty, cleanliness and safety in the hamlet’s commercial district,” according to a press release from his lawyer, Ryan Karben.

Brachfeld’s 31-store shopping plaza is the largest shopping center in Ramapo. He has also proposed the construction of 600 housing units on a lot next to the shopping center, on a site he’d like to designate a transit-oriented development.
