Delshah JV Launches Work on Downtown BK Redevelopment

Joint-venture partners START Treatment & Recovery Centers, Delshah Capital and OTL Enterprises recently launched the first phase of construction for 22 Chapel St., a residential tower in Downtown Brooklyn. The project will redevelop a site that had housed START’s headquarters since 1983.

Upon completion in 2021, 22 Chapel will offer 180 apartments, with 25% affordable; 2,000 square feet of retail, 15,000 square feet of community space; a fitness center and rooftop pool; and START’s 15,000 square-foot headquarters.

“This project has been over three decades in the making, so we are absolutely thrilled to see our dreams for 22 Chapel Street become a reality,” said Lawrence S. Brown Jr., CEO of nonprofit START, reportedly the city’s largest independent drug treatment agency.

Delshah’s Michael Shah said the project “sets a new paradigm in how the public and private sectors should work together to continuously improve the future of our city.”
