Council Speaker Johnson Wants Revamp of NYC’s “Broken” Planning

Calling the city’s planning process “completely broken,” New York City Council Speaker Corey Johnson issued a report that proposes a new comprehensive planning framework. Johnson unveiled the report in tandem with accompanying legislation that he introduced at the City Council’s meeting Thursday.

The legislation requires the city to streamline its planning mandates into a single process. Currently, Johnson said, the city’s strategic planning, budget, and land use planning process is spread out over a dozen documents, reports, and plans already required by local law.

“As we seek to recover and rebuild in the wake of COVID-19, our increasingly contentious and unproductive planning regime will continue to undermine our ability to equitably respond to the challenges we face,” Johnson said. “We must adapt and grow.”

The new legislation would amend the city’s charter to create a 10-year comprehensive planning cycle for New York City, consistent with the recommendations of the report.
