Council Approves $1.5B Plan for LES Flood Barriers
The City Council has approved the de Blasio administration’s $1.5-billion plan for a two-mile flood barrier along Manhattan’s Lower East Side. The plan calls for raising the entire East River Park, elevating the park above the floodplain.
“Hurricane Sandy dramatically changed the lives of New Yorkers all across this city,” said Mayor Bill de Blasio. “With the rising prevalence of coastal storms in the era of climate change, the passage of the East Side Coastal Resiliency project takes a critical step forward in protecting 110,000 New Yorkers from dangers this city knows all too well.”
Devised in the aftermath of Hurricane Sandy, the East Side Coastal Resiliency project was originally introduced in 2014, as part of a larger flood-control project known as the Big U. A revised plan introduced in October 2018 shifts much of the heavy construction away from residents who live near FDR Drive and toward the waterline.
