Beaumont Army Medical Center Errors & Delays Cost $408M

The original construction cost to build the new William Beaumont Army Medical Center at Fort Bliss in El Paso was $812.8 million. The costs included enough for a new, six-building hospital complex, along with additional contract costs.

However, the cost for the 1.1-million-square-foot medical complex ballooned to more than $1.2 billion, according to the U.S. Defense Health Agency, one of the parties overseeing hospital construction. The reason for the cost overruns boiled down to 978 contract change requests, 32 canceled contract requests and 453 engineering requests, which included design errors and omissions. Additionally, the new complex, on which construction started in 2013, was scheduled for completion in late 2016. Now, construction is expected to conclude in July 2019, almost three years behind schedule.

The inspector general recommended that officials involved with the project be held accountable for actions that created the delays and cost increases.
